Hi everyone! This e-mail went out yesterday and we wanted to make sure everyone was aware, especially if you work in Connecticut, New Jersey or Vermont. Those states will transition to ENERGY STAR version 3.2 (Single Family) and version 1.2 (Multi-family) as of 1/1/2024. There is a link below to register for a webinar on 5/24 (1pm EST).
Dear ENERGY STAR Residential New Construction Partner,
To ensure that ENERGY STAR certified homes and apartments continue to provide at least 10 percent savings in states that adopt the 2021 International Energy Conservation Code (IECC), EPA has developed National Version 3.2 of the ENERGY STAR Single-Family New Homes Program and Version 1.2 of the ENERGY STAR Multifamily New Construction Program. The two primary differences between these versions and their predecessors are a more aggressive performance target and more rigorous thermal backstop.
EPA is announcing a transition to these new program requirements in the following states that have recently adopted (or will soon be adopting) energy efficiency codes equivalent to, or more stringent than, the 2021 IECC.

For Connecticut, New Jersey, Oregon, Vermont*, and Washington*:
- Single-family homes permitted on or after January 1, 2024, will be required to use National Version 3.2 of the ENERGY STAR Single-Family New Homes (SFNH) program requirements to be certified.
*Note that due to the stringency of the codes adopted by Vermont and Washington, EPA intends to introduce additional requirements for these states beyond the base SFNH v3.2 and MFNC v1.2 program requirements. These will be implemented concurrently with the above timeline, and additional details will be provided shortly.

Moving forward, to minimize program complexity and provide greater predictability for partners, EPA intends to specify January 1 as the implementation date for revisions and transitions in program requirements. This will also help to facilitate the implementation of the federal tax credit for efficient new homes, which is based on the calendar year.
